The U.S. Senate recently introduced the Clean Energy Jobs and American Power Act, better known as the cap-and-trade act.
Building on legislation passed in the House of Representatives in June, the Senate bill seeks to reduce greenhouse gas emissions by placing limits on pollution and investing heavily in clean energy.
Louisiana, which ranks sixth in per capita emissions with its 19 refineries and dozens of chemical plants, would be among the states hit hardest by the bill, oil industry leaders say."
